David Wooster Bio
David Wooster, Grand Worthy President, joined the Eagles in September of 1980. He joined the mixed doubles bowling league with his mom at Flint Aerie 629, in downtown Flint. He quickly became involved in the renovation of the old dairy on Dort Highway, which the Aerie had bought as their new home. Being a plumber by trade, David volunteered his services and completed the new plumbing at the building.
David became President of Flint Aerie 629 in 1983-84 and has held all offices in his aerie except for Treasurer. He became a district officer and when the decision was made to remove the district secretary position out of rotation, he was asked to take the position, which he held for 10 years. He was also chairman of the Genesee County Fair Beer tent which the District volunteered to run to raise money for their charities and David held that position for 10 years as well.
District 4 Aerie and Auxiliary volunteers raised thousands of dollars for the different Michigan State Aerie and Auxiliary Presidents charities. David is also a past Zone 2 chairman. David moved onto the State level, ascending through the various chairs before being installed as the Michigan State Worthy President in the 2011-2012 term. In 2016, he was elected as Grand Aerie Outside Guard at the International Convention in Reno, Nevada.
David is a firm believer in the Fraternal Order of Eagles motto “People Helping People” as well the four stances which represent the Aerie ritual. David served on the Ritual Committee at multiple National Conventions and then went on to serve on the Judiciary Committee.
David served his country in the USMC and after he married, he worked in the plumbing and heating business until he became a cross connections and plumbing & mechanical inspector for the City of Flint.
David and his wife Norma have been married for more than 50 years and have two children; Victor and his wife Stacy, and Jaime and her husband Mike. They also have two granddaughters, Bristol and McLain.
Rebecca Pelkey Bio
Rebecca “Becky” Pelkey, Grand Madam President, joined the Fraternal Order of Eagles in 1993 as a member of Arrowhead Auxiliary #4218 in Milton, Vt. She has served in many chairs in her Auxiliary, becoming Madam President in 1999.
She continued on her Eagle journey by going through the State Auxiliary Chairs, becoming Vermont State Madam President for the 2007-2008 year, a standout moment in her Eagles career, and serving as New England Regional Madam President in 2015-16.
Sister Becky has served as a Charity Chairman at the Local, State, Regional and Grand Auxiliary level, being extremely honored to serve as an International Chairperson during the terms of Past Grand Madam Presidents Pat Morton and Judy Johnson.
She is a retired Deputy Sheriff from Vermont’s Chittenden County, worked for the U.S. Marshal service and is now a Certified Massage Therapist. She has served in many other organizations such as “The Fresh Air Fund” which brings inner city children to Vermont in the summer. She became an Emergency Medical Technician and has served on her local ambulance service, also becoming an instructor teaching CPR and First Aid. She is currently serving as Christian Formation Deacon at the United Church of Milton.
In 2017, she was chosen to serve as the Grand Madam Outside Guard for the Grand Auxiliary.
Sister Becky resides in Milton, Vt., where she raised her two sons Aidan and Joshua, who are her greatest pride and joy. Her significant other is Shaun Luther, Past Grand Tribunal Justice, who has been her inspiration and has guided her throughout her journey in the F.O.E.

Corewell Health Breast Cancer Research
Corewell Health helps patients in Michigan by improving health, instilling humanity and inspiring hope. Their breast cancer program employs a team approach with highly qualified specialists who work hard to provide groundbreaking treatments to cancer patients.

STOP THE LEAK
Our top priority for 2025-2026 is retaining our current members. Recruiting is only half of the battle. To maintain a solid membership base, we have to keep focused on what we must do to keep our current members inside the walls of our Aerie for years to come. Reach out to members on the fence about coming back and find out what you can do as a club to improve their experience. If there are common complaints, fix them so you can stop the leak before it’s too late. Additionally, make an effort to include individuals in planning and hosting events so they feel like welcomed, contributing members. Sometimes, all it takes is a simple invitation to make someone feel more included.
WORK TOGETHER
Every successful Aerie home shares one central quality – an Aerie and Auxiliary that work together. We are only as good as the togetherness and equality we show our Brothers and Sisters both on the National and Local levels. People view the Eagles as an escape from the hardships in their day-to-day life. When we work together as one, they value their time at the Aerie home and want to help make this incredible Fraternal Organization even stronger. When that harmony doesn’t exist, it makes people want to stay home and look for other ways to spend their free time. Work together, promote equality and create a positive, uplifting atmosphere that keeps your club full all year round!
LEND A HAND
All members have an obligation to do whatever they can to help the organization. Whether that’s through membership recruitment, volunteering, planning events, serving as an officer, etc., you should be finding at least one way to get involved and provide service to your home Aerie. Too often, members tend to sit back and wait on someone else to solve a problem or lend a hand. Be a valuable tool for your club and get involved!
TIGHTEN UP
Compliance is a key to a healthy organization. Tighten up this year and make sure you have the proper insurance coverages, your taxes are filed, Affiliation Agreements are submitted and every other step in the Compliance process is properly followed. Allowing things to slip through the cracks is how Aeries fall apart and end up getting their charter placed into receivership or revocation. Keep a tight grip on your operations and you’ll reap the benefits.

GOVERNING
Our Rules & Regulations are designed to help an Auxiliary run as smoothly as possible. Our By-Laws take personalities out of the equation and make things equal for all on the local level. And Our House Rules govern our social rooms, making the club a safe and uplifting place for our members. If we follow the guidelines we have put in place, we can expect a smoothly running home. When we don’t follow the rules, we create division and inhibit our ability to build the strongest Auxiliary we can. Stay loyal to the rules and your members will stay loyal to you!
VOLUNTEERING
Our organization was built on the idea of “People Helping People.” Charity is the heart of what we do and what we stand for. Without it, we are simply a social room. We must keep charity at the forefront of our minds and hearts. When we recruit new members, we should emphasize the importance of volunteering and the need for assistance and helping hands with our charity events, raffles, dinners and more. This is your home, not a bar. So let’s be proud of how we have gotten where we are and make volunteering the key focus of our organization this year.

OBLIGATION/RITUAL
The Obligation in our Ritual is what guides us as members. It is the central tenet of the Fraternal Order of Eagles and should be at the root of all words spoken, actions taken and people helped within our Order. Your word is your bond and when you break your obligation as a member, you’re breaking your word. You are violating the promise you made before your Brothers and Sisters to do what is in the best interest of the Order and of each other. Don’t forget the importance of these words and the power that they hold within the organization.
